Suggestion of further strengthening primary water conservancy service system capacity construction are proposed aiming at the implementation conditions and problems in Liaoning primary water conservancy system construction,thereby effectively improving rural primary water conservancy service institutions,and comprehensively enhancing primary water conservancy public service ability all over the province.
