论运用社会主义核心价值体系推进国家治理现代化

China's Socialistic Core Value System and the Modernization of China's Governance System and the Governance Ability

社会主义核心价值体系既对国家治理体系和治理能力的现代化具有导向和引导功能、凝聚和整合功能、激励和促动功能,本身也是国家治理体系的重要组成部分和中国治理能力的特殊优势。目前,社会主义核心价值体系正在加快培育,对国家治理体系的完善和治理能力的提升发挥了积极作用,但也存在价值体系自身尚未成熟、促进国家治理的功能发挥不够充分、国家治理体制与之不相适应导致价值难以落实、尚未充分内化导致治理过程背离价值体系要求等问题。必须加快构建反映中国特色、时代特征、民族特性的价值体系,发扬我们善于利用价值体系促进国家治理目标实现的优势,合理确定价值排序,平衡推进诸价值的落实,为建构现代化国家治理体系、培养现代化治理能力奠定思想信念基础。同时,通过国家治理体系和治理能力的现代化使核心价值体系的内容更加明确、要求得以贯彻、作用得以彰显。

Chinese socialistic core value systemhas the functions of guiding,integration,and promotion to the mod-ernization of China’s governance systemand governance ability. In addition, the value systemis an important part of China’s governance systemand an special advantage of governance ability. A t present, China has not thoughly formed it’s socialistic core value systemor the value systemhas not fixed,the functions above have not been exerted complete-ly,some parts of the nation’s governance systemdo not adapt to the values so that some values can’t be implemented, and the values have not been accepted and internalized entirely by all cardres. A ll these have curbed the progress of the modernazition of the nation’s governance. W e should speed up to formthe socialistic value systemw ith Chinese fea-tures,develop our strength of realizing the nation goals by value system,reasoningly decide a sequence of all the values that contradict and conflict inevitably,appropriately and balancedly propote the implementation progress of the value sys-tem. B esides,w e can make the contents of the value systemto be clear,the requirements of the values to be follow ed, and the positive significances of the value systemto be show ed by means of the modernization of nation’s governance.
