摘要
利率市场化是市场在货币金融市场发挥对资源基础配置作用的必要前提。自20世纪末开始,我国就逐步开始利率市场化改革,但仍缺乏系统的法律框架,部分政策性文件甚至与利率市场化的运行相冲突,这不利于我国利率市场化改革的深入推进。借鉴德国等先进国家利率市场化改革的经验,我国应完善利率市场化的基本法律框架,提高法律监管水平。
Interest rate liberalization is the prerequisite for the market to play its basic role in the deployment of resources in the monetary and financial markets. Before the interest rate liberalization is fully realized,regulatory rates are likely to lead to market volatility. With the promotion of the legalization of interest rate reform and improvement of relevant laws and regulations,the regulatory capacity of the interest rate risk can be upgraded to ensure the legal interest rate reform,monetary stability in the development of financial markets can be achieved,and the competitiveness of China ＇s financial market enhanced.
