京津冀一体化背景下的“北京—张家口”城市走廊发展对策分析

Countermeasure Analysis of Developing“Beijing-Zhangjiakou Urban Corridor”under the Background of Integration of the Beijing-Tianjin-Hebei Regions

区域经济理论中的梯度原理为"京张城市走廊"的建设提供了理论依据,该原理认为,经济发展程度较高的区域会形成朝向经济发展程度较低的区域的梯度力,区域间的经济发展落差逐渐弱化。但是行政力量会改变梯度力的方向以及变化的速度,往往会以行政区划为界形成"梯度力断层",如果区域发展过程中出现了以行政力量为约束的博弈,小城市的发展机会就会被大城市"袭夺"。在"京张城市走廊"建设过程中要突破行政区划硬约束,使得县级行政单元之间实现软对接。在走廊上构建"延庆子团"、"怀来子团"、"宣化子团"、"张家口子团",并在此基础上构建"张乌大"三角形,促进"京张城市走廊"快速形成。

The principle thinks that the gradient force exists during the course of regional economic development, which functions from higher developing areas to lower developing areas ,and the economic development gap in these areas is gradually weakening. But administrative power can change the direction of the gradient force and the speed, which can usually create the fault characterized By administrative divisions. In the process of regional development,if there is game playing constrained by administrative power, the development opportunities of small cities will be captured by big cities. The paper thinks that, in the process of construction of＂Beijing-Zhangjiakou urban corridor＂ , it is necessary to break through administrative divisions and realize the soft docking among administrative departments in the county level. Meanwhile, along this corridor, these areas must build＂Yanqing subgroup＂＂ Huailai subgroup＂＂Xuanhua subgroup＂and＂Zhangjiakou subgroup＂ , on the basis of which＂Zhangjiakou-Ulan Qab-Datong triangle＂must be also constructed. In this way,＂Beijing-Zhangjiakou urban corridor＂can be established rapidly.
