摘要
基于城乡建设用地优化配置目标及其途径,运用系统分析与实证分析方法,探讨重庆市农村居民点复垦潜力及地票供给来源,为城乡建设用地协调互动提供支撑.根据构建的城乡建设用地优化配置视角下地票及增减挂钩指标供需平衡分析框架,估算出重庆市2011-2015年和2011-2020年农村居民点复垦现实潜力范围值分别为145.04~162.38km2和221.25~248.08km2,同期全市地票需求量约为119.28km2和212.60km2,除了主城区不能实现自给自足外,其余区域均能实现盈余,能够在全市范围内实现供需平衡.研究表明:重庆市地票供给潜力充足且供需平衡,能够保障经济社会持续快速、健康发展,应进一步明确农村居民点用地复垦规模时序安排和空间布局,为统筹城乡发展提供土地保障.
Land ticket transaction,an innovation for pothook of the increase of urban construction land and the decrease of rural residential land,is an approach to realizing the market allocation of connecting index of urban-rural construction land.Based on the purpose and approaches of optimal allocation of urban-rural construction land,the authors of this paper employ the methods of system analysis and positive analysis to study the reclamation potentiality of rural residential areas of Chongqing and the supply sources of land tickets,so as to provide a theoretical support for the harmonious interaction of urban-rural construction. Estimations based on the application framework of supply-demand balance of land ticket and connecting index in the perspective of optimal allocation of urban-rural construction land show that Chongqing’reclamation potential of rural residential areas ranges from 145.04km2 to 162.38km2 in 2011-2015and from 221.25km2 to 248.08km2 in 2011-2020,while the demand of the whole city’land ticket index is about 119.28km2 in 2011-2015and 212.60km2 in 2011-2020.All the regions in Chongqing can realize a supply-demand balance except the central districts of the city.It is concluded that the adequate potential supply of land ticket index can ensure a rapid,sustainable and sound development of economy and society.In order to ensure land supply for the urban-rural coordinate development,it should make clear the timing and spatial arrangement of the reclamation of rural residential areas.
