河南开放大学建设的法律环境初探

依法治教是我国教育事业健康有序发展的基本原则和可靠保证,建设河南开放大学离不开相关法律法规的支持和规范,现有的教育法律体系从本质要求、价值要求和导向要求三个方面对开放大学建设提出了基本的要求,提供了基本的法律依据,构成了河南开放大学建设的基本法律环境;但同时也存在着成人教育专门法缺失,继续教育法规不健全的现实,尽快出台相关的法律法规,推动成人教育立法工作是进一步依法规范成人教育市场,推动河南开放大学建设,营造良好的法律环境,为构建终身教育体系和学习型社会建设保驾护航的重要任务。

Managing education by Law is the basic principle and the reliable guarantee for the healthy and ordered development of Chinese education, and the construction of Open University in Henan can not be without the supports and norms of relevant laws and regulations. The existing education legal system puts forward to the basic requirements on the construction of Open University from three aspects including essential requirement, value requirement and orientation requirement, provides basic legal ground and constitutes the basic legal environment for the construction of Open University in Henan. However, at the same time there are not the specialized laws for adult education and continuing education laws are not imperfect. It is the important task to issue relevant laws and regulations as soon as possible and promote the legislation work of adult education so as to further standardize the adult education market in accordance with the laws, promote the construction of Open University in Henan, create a good legal environment and build a lifelong educational system and learning society.
