摘要
新型城镇化是我国新型工业化、信息化、农业现代化发展的核心动力,是扩大内需、推动经济社会持续发展的巨大引擎,是全面建成小康社会的重要抓手。近年来我国城镇化快速发展,导致用地需求矛盾加剧,与此同时一些地方在快速城镇化过程中也暴露出诸多土地问题,这些问题对我国经济、社会、政治等多个方面产生了较深的负面影响,成为推进新型城镇化中亟待解决的首要难题。在现有体制机制下,有效解决新型城镇化中的土地问题,必须进一步提高建设用地集约化程度,严格界定公益用地范围,加快推进征地制度改革,最大限度保护农民土地权益,着力建立土地、人口、产业协同机制,确保新型城镇化持续健康发展。
