摘要
本文在我国现行土地使用年期的基础上,总结了我国土地使用年期存在的一系列问题,如出让年期引发的土地租金和土地资产价值不能实现的问题,划拨年期引发的难以回收土地使用权等问题。引发的这些问题其实是各种风险的一种外在表现,所以文章总结了土地使用年期引发的各种风险,并分析了市场风险、信用风险和流动性风险存在的可能性和不确定性。最后针对存在的风险,提出了用VAR风险价值的理论对这些风险进行测度,并希望找到一种方法从根本上实现国家和土地使用者的双赢。
Based on the current urban land-use term of china, this paper presents a detailed analysis of a series of problems caused by urban land-use term, such as land rent and real estate properties that are irrealizabled, land-use fight can not withdrawal on the condition of allocated term. However, the problem are the manifestation of all the attendant risks. So some risks are summarized in this paper, and the paper analyzes the possibility and uncertainty for market risk, credit risk and liquidity risk. Finally, to the risks, A method using VAR theory to measure quantificationally has been worked out, and hope to find a way to make a win-win situation for nation and land user radically
