摘要
开展合理的土地开发潜力评价,增加有效耕地面积,是当前土地整治迫切需要解决的问题。笔者构建了土地开发潜力评价模型,从土地利用现状、自然因素、社会经济条件以及生态因素4个方面选取了12个指标构建了土地开发潜力评价指标体系,选取了具有代表性的新疆哈巴河县作为研究区,以县域行政村作为主要评价单元,应用GIS方法开展了实证研究。结果表明:哈巴河县未利用土地开发潜力大,但限制因素如坡度、水源、土壤质地等较多,近期开发难度大。县域可划分为高、中、一般、低4种不同潜力区,土地开发宜优先在中高潜力区开展,低潜力区则应加强生态环境保护,因地制宜发展畜牧业。
Carrying out reasonable potential evaluation of land development and increasing effective arableland area are urgent problems needed to be solved in current land consolidation. The author built potentialevaluation model of land development and constructed potential evaluation index system of land developmentwith 12 indicators from 4 aspects, namely land use, natural factors, socio-economic conditions and ecologicalfactors. By selecting a representative study area, Habahe County, located in the Xinjiang Uygur AutonomousRegion, the administrative villages in Habahe County were taken as main evaluation units and GIS method wasapplied to conduct empirical research. The results indicated that development potential of unused land washigh but had a number of limiting factors such as slope, water, soil texture and so on, and recent landdevelopment was difficult. It showed that land in Hahahe County could be divided into high, medium, generaland low development potential areas, high and medium potential areas were the priority in land development.With positive ecological environment protection,animal husbandry should be developed in low potential areato adapt the local conditions.
