摘要
大学英语教育发展中所呈现出的"费时低效"问题,源于其教育政策陷入锁定,而究其根本在于宏观制度环境制约和制度历史累积效应的影响。转变政府职能,回归信任网络将是实现大学英语教育政策制度创新的根本。
College English Teaching has been caught in an inefficient lock, which mainly caused by the constraints of macro-institutional context and the influences of historical continuity and cumulative effect. To change the functions of government and regress to trust network is essential to College English Policy transformation and changes.
