在分析浙江省分级诊疗工作推进缓慢的状况与原因的基础上,提出了该省开展分级诊疗工作整体构想:以提升基层服务能力、加大医疗保险调节力度为主线,以强化便民惠民服务、畅通双向转诊通道为抓手,全面构建基层首诊、双向转诊、分级诊疗格局。介绍了该省开展分级诊疗工作的主要举措:强化分级诊疗政策保障,强化分级诊疗服务保障,完善预约诊疗服务机制,提升基层医疗机构医疗服务能力,利用信息化手段推进区域医疗协同服务。

The article analyzes the status quo of the slow implementation of Zhejiang＇s tiered diagnosis and treatment work and its related reasons. On the basis of this analysis, the article then puts forward the general envision of Zhejiang＇s tiered diagnosis and treatment work： setting raising grassroots service ability and strengthening medical insurance adjustment as main thread, enhancing service for bringing convenience and benefits to people and smoothing dual referral channels as gripper, a medical service structure featuring grassroots diagnosis first, dual referral system and tiered diagnosis and treatment will be built. Main measures to carry out Zhejiang＇s tiered diagnosis and treatment work are also illustrated in the article including： enhancing tiered diagnosis and treatment policy and service guarantee, improving appointment diagnosis and treatment service mechanism, raising service capabilities of grassroots medical institutions and promoting regional medical service coordination through information technology.
