摘要
以产业研发投入结构为研究对象,从研发投入来源结构和使用结构两个方面对研发投入进行分析。结合研发产出分析,建立以研发效率为导向的产业研发投入-产出评价指标体系;构建改进的DEA模型,并基于中国装备制造业的截面数据和面板数据进行双维度实证研究。实证结果表明:改进的DEA模型具备较高的有效性;装备制造业的研发效率和研发资源配置结构随技术和管理水平的提升得以持续改善,但仍有较大提升空间。建议通过扩大研发资源总体投入规模和增强政府投入力度等策略提高中国装备制造业的研发效率,改善研发投入的来源结构和使用结构。
By analyzing the structure of R&D investment from both sources-structure and using-structure perspectives, this paper builds up the input-output index system for evaluating the R&D efficiency and the ideal structure of R&D investment. Beside that, this paper constructs the improved DEA model and makes an empirical study based on both cross sectional and panel R&D data of equipment man- ufacturing industry in China. The result of the empirical study shows that, the R&D investment of Chinese equipment manufacturing in- dustry is obviously insufficient, and the structure of R&D investment is not reasonable. According to the empirical study result, this pa- per puts forward the ideal structure of R&D investment of Chinese equipment manufacturing industry for DEA efficient. At last, this pa- per gives the suggestions for promoting the R&D efficiency of equipment manufacturing industry, such as increasing the R&D investment scale and the government R&D investment.
