摘要
围绕着建设人力资源强国的发展目标,从20世纪末,我国教育发展重点经历了两次战略转型:第一阶段是确立了教育优先发展的战略,大力发展高等职业教育,全面提升劳动者的教育水平;第二阶段是优化高等教育结构,提高高等教育质量,促进劳动者素质的全面提升。当前,我国进入了建立国家创新体制实现经济转型的关键时期,高素质的人力资源是国家竞争力的核心。因此,教育发展第三次战略转型的目标是建立科技与教育创新体制,以科技创新主导经济的转型发展,实现教育先行于经济发展向教育主导经济发展的转型。
Around the developmental goal of constructing human resource power, the development strategy for education in our country has witnessed two transitions since the end of the 20th century. The first stage was to develop the higher education vigorously and improve the education level of the workforce comprehensively. The second stage was to optimize the structure of higher education and enhance the comprehensive quality of workforce. While the ongoing third transition is to build the innovation system of higher education, promote the transitional development through technological innovation, and to realize the transformation from emphasizing the priority of education over economic development to education guiding the economic development.
