制度伦理视野下孤残儿童医疗救助

Studying on the medical assistance for orphaned and disabled children in the perspective of system ethics

我国现行孤残儿童医疗救助制度存在法律制度缺失、制度操作性及协调性不强、纳入医保病种有限等问题。这些问题源于制度制定者对社会救助认识的偏差、制度设计与运行中的不公平性、资金不足等原因。对此,应在坚持公平、正义、人道主义的伦理价值取向基础上,加强医疗救助立法建设、促进部门之间合作、完善医疗救助工作、提高医疗救助能力。

The current medical assistance system of orphaned and disabled children has some problems to be solved, such as the lack of special laws aimed at the orphaned and disabled children, poor implementation and coordination of the policy, and limited diseases involved in health insurance, which result from the deviation of constitutor＇s understanding on social assistance, unfairness in formulation and implementation of the system, and insufficient funds. Based on the ethics value orientation of fairness, justice and humanitarianism, it was suggested to strengthen legislation of medical assistance, and consolidate the cooperation of relevant departments to improve the medical assistance system of orphaned and disabled children.
