摘要
按照住建部发布的《城市排水(雨水)防涝综合规划编制大纲》的相关要求,结合重庆市山地城市特征及内河水系的总体分布,分析综合规划存在的重点和难点问题,提出综合规划的总体技术路线,并通过重庆市主城区约5 473 km2的综合规划实践过程与规划成果,从编制单位的组织与分工、基础资料收集、暴雨强度公式修编与设计雨型分析、排水能力及内涝风险评估、规划目标与标准的确定、工程与非工程措施的结合等规划各阶段的技术问题进行了探讨。
According to the relevant requirements in Outline for Comprehensive Planning of Urban Drainage (Rainwater) and Water-logging Prevention issued by the Ministry of Housing and Urban-Rural Development, combined with the characteristics of Chongqing as a mountainous city and the general dis- tribution of its fiver water system, the key and difficult problems of the comprehensive planning were ana- lyzed, and the overall technical route of the comprehensive planning was proposed. Through the practice process and results of the comprehensive planning of Chongqing main urban area of about 5 473 square kilometers, the critical technical problems in different stages of the planning were discussed respectively from the angles of organization and work division of compilation unit, collection of basic information, revi- sion of the rainfall intensity equation, analysis of the design hyetograph, assessment of drainage capacity and water-logging risk, establishment of the planning objectives and standards and combination of the en- gineering and non-engineefing measures.
