跨境高等教育资格与学习成果互认制度创新的战略思考 被引量:2

Improving and Transforming the Recognitions of Cross-border Qualifications and Credit Transfer System in Higher Education in China

摘要 我国在跨境高等教育互认政策制定方面,虽然取得了教育要素流动、政府间互认政策与法律框架构建、学校层面合作等方面的突破,但仍面临互认协议覆盖范围有限、未建立统一国家资格与标准框架、互认协议缺乏实质性内容、缺失教育转换机制、没有建立跨境质量保障体系等难题。为此,应积极探索建立统一的国家资格框架,建设质量管理与认证数据库,加快建立转换"立交桥"等制度创新战略,以大力推动中国高等教育国际化进程。 China has made great progress in the mobilization of educational factors, constructions of laws and rules of inter-governmental recognitions, and the internationalization of universities and colleges. However, there still exist many obstacles and difficulties, such as the limited covering of agreements, no unified national framework of qualifications and standards, lacking of substantial contents in the agreements, no Credit Transfer System, and no assurance systems in higher education. In order to promote the internationalization of higher education in China, the authors suggest that Chinese government should create national frameworks of qualifications, set up the database of credits and qualifications, further introduce the Credit Transfer System and renew the related strategies.
