摘要
教师评价政策影响着教师的专业发展,教师专业发展影响着教学的质量,而教学质量又与学生学业成绩和学校办学成果相关。为培养21世纪的教师,OECD对其成员国的教师评价政策进行了系统的调查研究,调查发现教师评价政策的制定与核心内容体系构建,是为了通过促进教师的专业发展的方式,改进学校办学成果。结合OECD的经验,我国教师评价政策应平衡中央与地方的管理、协调改进与问责、统一教师发展阶段与评价方式。
School appraisal system is related to the professional development of teachers, which attects the teaching quality, while teaching quality is related with the students academic performance and school outcome. In order to cultivate the 21st century teachers, OECD investigated the teacher appraisal system around its member countries. According to the investigation, it showed that the purpose of making teacher appraisal system and constructing the core system was to improve school outcome by professional development. From the experience of OECD, the Chinese teacher appraisal system should focus on the balance of centralization and decentralization, coordinate the improvement and accountability functions, and unify the teachers stage of development and appraisal approaches.
