城乡一体化视角下农村社区文化建设的原则思考

Principles of Rural Community Cultural Construction under the Perspective of Urban-rural Integration

由于受到城乡二元结构的影响,农村与城市相比,在经济、文化、社会各方面还存在着明显的差距,两者不协调、不平衡问题尤为突出。在农村社区有着丰富的文化资源,但文化设施落后;而城市虽设施完善,但缺乏特色。若将农村和城市作为一整体,统筹兼顾,实现资源的有效整合,无疑具有巨大的实践价值。农村社区文化建设是一项艰巨的系统工程,应该确立几项根本性原则作为方向指引,即应树立以人为本的建设理念,在扎实推进城乡文化一体化发展的要求下,处理好文化传承和创新之间的关系,加强政府的引导与社会参与,努力提升农村社区文化建设的科学化水平,从而实现农村社区文化的发展繁荣。

Due to the impact of the urban and rural dual structure, there is a significant gap between urban and rural areas in economic, cultural and social aspects. While there are rich cultural resources, but backward facilities in rural communi- ties; there are advanced cultural facilities but lack of features in urban area so it undoubtedly is of great value to achieve the rural--urban effective integration of resources. Cultural construction in rural communities is a difficult task, so funda- mental guiding principles should be followed.- establishing people--oriented construction concept, dealing with the rela- tionship between cultural heritage and innovation, strengthening government＇s guiding and community＇s participation, and improving the scientific level of cultural construction to realize cultural prosperity in rural communities.
