依规治党、健全改进作风常态化制度,是深入落实党的十八大以来党中央提出的"四个全面"战略布局的新要求和新任务。改进作风常态化制度是党的作风建设制度创新的重要成就。要坚持依规治党、健全改进作风常态化制度,必须把握好依规治党、健全改进作风常态化制度的新举措与着力点。新举措是:聚焦问题、专项整治,健全制度、强力执行,领导带头、群众监督,依规治党、从严长效。着力点是:以深化体制机制改革与完善国有企业监管制度、以践行为民务实清廉和以改进文风会风等九方面为着力点完善相关的制度。

To administer the Party according to rules and perfect the normalized institution for improving conduct is a new requirement and new task for actualizing the“four comprehensives”strategic blueprint formulated by the CPC Central Committee since the Eighteenth National Congress of the CPC. The normalized institution for improving conduct is an important achievement of institutional innovation in the Party’s conduct building. To do well this work,we must take new measures and grasp the key points for persisting in administrating the Party ac-cording to rules and perfecting the normalized institution for improving conduct. The new measures include：focu-sing on problems,resolving problems through programs one by one,perfecting institutions,implementing with strength,setting example by leaders,monitoring by the mass,administrating the Party according to rules,strength-ening party discipline,and seeking long-term effectiveness. Besides,efforts should be made in nine aspects, such as deepening the reform of regime and mechanisms,perfecting the supervision system for state-owned en-terprises,practicing the principles of“for the people”and“being realistic and integral”,and improving the manner of paperwork and meetings,so as to perfect the normalized institution for improving conduct.
