摘要
推进商务信用体系建设是增强企业诚信、促进社会互信、减少经济矛盾的有效手段。随着信息技术的发展,商务信用评价发生了几个明显的转变:由静态评价向动态评价转变,由信用孤岛向信用互联转变,由数据缺乏向大数据集成转变,由简单计算向云计算转变,由信用等级向信用资产转变。国际上以信息技术为基础存在以下三种网络模式:一是互联网,以网络信息技术为基础,实现的是信息在全世界的低成本和快速传播;二是物联网,通过新型通信技术把人、物与互联网连接起来,进行信息交换和通信,以实现智能化识别、定位、监控和管理的网络组织形式;三是信联网,以互联网技术为基础,通过对电子商务平台的交易信息、政府监管数据和公共网络平台的大数据挖掘分析,通过建立特定计算模型,运用云计算技术形成动态的商务信用评估体系,并通过信用资产的运营而形成商务信用网。笔者在本文中对信联网商务信用体系的主要内容、系统功能、实施与推广分别进行了介绍。
Constructing the business credit system can strengthen the corporate integrity, promote social trust and reduce economical contradictions. With the development of information technology, the business credit evaluation methods gained some obvious progress: from static evaluation to dynamic evaluation, from limited data analytic to rich data integration, from simple calculation to E-cloud calculation, from credit rating to credit assets. There are three kinds of network patterns based on information technology in the world : Inter- net realized the low cost and fast spread based on the information technology. Internet of things connect the people, things with Internet, realized the intelligent recognition, positioning, monitoring and management to the people and things. Internet of Credit could analysis the rich data from E-commercial platform, supervision data from government and public data from Internet based on the information technology. It constructed a dy- namic business credit evaluation system by the specific computing model and E-cloud technology and formed the business credit system through credit assets operation. This article introduces the main points, systematic functions, operation and promotion of the "Internet of Credit" business credit system.
