摘要
属地管理原则是信访工作的首要原则与核心原则,但在适用中出现了偏差和变异,户籍地被过分强调和严重滥用,导致住所地和事发地的责任有所消解,给信访工作带来了一定被动。经语义、法理和实务分析发现,把户籍地作为属地实际上蜕变成"属人"原则,是对属地原则的曲解和误读,只会增加化解问题的成本和环节,造成不必要的延误。应坚持首先从有利于信访问题及时有效解决的角度来确定属地管理中的属地,而不应首先从有利于快速高效打击处理信访人的角度来考虑问题。

Should first of all, from the perspective of reception problems timely and solve effectively to ensure the dependency of apanage management, for sure, and can't consider the problem from firstly the angle of fast and efficient punish and handle complainants.
