摘要
目前,各地陆续设立独立于政府机构的公共图书馆理事会,行使法人权利。为防止权力被滥用,使公众所期待的公益目标得以实现,必须在完善内部监事会制度基础上,构建一个多元的外部监督机制,制定明确的监督指标,定期对公共图书馆进行评价,保证其平稳、健康地运转。
At present, in many places a lot of public library boards have been established outside governments gradually to exercise legal rights. In order to prevent the abuse of rights and make the expected public goals into practice,a multicomponent external supervision mechanism must be established, clear supervision indicators must be set up to evaluate the public library regularly and to ensure that libraries work properly.
