鄂尔多斯市水资源可持续利用规划的关键问题

Key Problems of Water Resources Sustainable Utilization Planning of Ordos City

以鄂尔多斯市为典型地区,指出了目前存在的水资源短缺、开发利用潜力不大、利用效率不高、供用水结构不合理、水资源高效利用管理机制尚未形成等问题,以提高水资源支撑和保障能力、实现区域水资源可持续利用和经济社会协调发展为目标,对变化环境下水资源评价、水资源与国民经济的互动关系、可持续的需水量预测、水资源系统优化及三次供需分析、水资源调控策略等方面进行了研究,介绍了取得的径流变化成因、水资源量评价、深层地下水可持续开采量、区域水资源管理制度和政策等主要研究成果。

Taking Ordos as a typical area,some existing problems such as water shortages,low exploitation and utilization potential and water use efficiency,unreasonable water supply and consumption structure,the efficient utilization of water resources management mechanism has not yet formed were pointed out. In order to improve the support capability of water resources and realize the water resources sustainable utilization and e-conomy and society coordinate development,some key problems such as water resources assessment under changing environment,the interactive re-lationship of water resources and national economy system,the sustainable water demand prediction,water resources system optimization and three times of supply and demand analysis and water resources regulation strategy were studied. The main results such as cause of annual runoff change, water resources evaluation,sustainable production of deep groundwater and water resources management system and policy in Ordos City were intro-duced in this study.
