进与退:行政权理论研究的“深化改革”——兼及《复印报刊资料》的关注方向

Forward or Backward: “Deepening the Reform”of Theoretical Research on Executive Power——a Review of the Focus of Duplicated Materials from Newspapers and Magazines

党的十八届三中全会关于深化改革的《决定》对行政权的未来变革作出了顶层设计。行政权运行实践的变革将促进行政权理论研究的"深化改革"。梳理《复印报刊资料》近5年的选稿可以看出,在行政权改革方面,无论是"退"还是"进",现有研究已经打好了相应的理论基础,更在具体领域的行政权配置方面作了相关探索,提出了具体建议。行政权理论研究应以《决定》为契机,紧密结合行政权运行实践进行"深化改革"。

the Decision concerning deepening the reform by the third plenary session of the 18 th CPC Central Committee has made a top-level design for the transformation of executive power. The changes in the practice of executive power will promote the'deepening reform'in the theoretical research of executive power. A review of the past five years' selected articles by the Duplicated Materials from Newspapers and Magazines shows that for the reform of executive power,whether'forward'or'backward',current researches have laid a corresponding theoretical foundation,some even having probed into allocation of executive powers in some particular fields and given specific proposals. The theoretical research of executive power should take the decision as an opportunity and 'deepen its reform'in accordance with the operational practice of executive power.
