Comparison and Reference of Free Port Policy between Shanghai FTA and Hong Kong,Singapore

中国香港和新加坡作为制度建设完善、发展成熟的自由港,是制定自贸区政策的国际标杆。上海自贸区建设是中央推进新一轮对外开放的重大举措,其前身是上海综合保税区,在我国100多个海关特殊监管区中,功能最全面、发展程度最高。通过与中国香港和新加坡的对比,上海可以找出自身差距,充分借鉴和吸收中国香港和新加坡成熟的制度和先进经验,大胆创新,打造"中国经济升级版"的新标杆。

Hong Kong,China and Singapore,as mature free ports with sound systems,are the international standard of free trade policy for Shanghai. Construction of Shanghai Free Trade Zone is a major measure for the central to promote a new round of opening to the outside world. Shanghai FTA's predecessor is the Shanghai Comprehensive Bonded Zones,which among more than 100 special customs surveillance zones,is the most comprehensive and with the highest level of development. Compared itself with Hong Kong,China and Singapore,Shanghai can identify gaps,draw lessons from and Hong Kong,China and Singapore 's mature systems and advanced experience,and make bold innovation,to create a new standard of 'China updated economy'.
