从全国范围看,发达地区的开发区已进入产业升级、城市崛起的阶段,如何逐步从"开发模式"转向"盈利模式",是开发区转型发展的"关键"。苏州工业园区是国家级经济开发区的典范,从某种程度上说,过去20年苏州工业园区投融资模式最重要的经验是由国资国企创造的。国资国企在开发区建设中发挥了融资服务和公共服务的支撑作用,同时打造了大量优质资产,不断提升园区整体的投资环境,从而实现了各类社会资源、资金在园区内的优化配置。未来,苏州工业园区的国资国企应当努力转型成为区域投融资体系中最具效益的市场主体,为更有效益的产业发展和城市发展服务。

Nationally,the development zones in developed area have entered the stage of industrial upgrading,city rising,how to shifted gradually from'development model'to'profit model',is the'key'of transition.Suzhou Industrial Park is a model of national economic development zone,to some extent. Its most important experience of the investment and financing model has been generated by the state- owned assets and stateowned enterprises during the past 20 years. In the construction of the development zone,state-owned enterprises have played an important role in finance service and public service,besides; they have also created a large number of high-quality assets,improved overall investment environment,so as to realize the optimized allocation of all kinds of social resources,capital in the park. In the future,the state-owned enterprises in Suzhou Industrial Park should strive to become the most efficient market main body in regional investment and financing system,to serve industrial and urban development of higher efficiency.
