深化农村土地制度改革的关键是尊重农民土地所有权

The Key to Deepen Reform of the Rural Land System is to Respect the Peasants' Land ownership

由于农民的土地所有权受到干预和限制,农民的经济权益收到了严重影响,农民长期处于低收入状态。深化农村土地制度改革,就是要让农民成为土地的真正主人。建立适应社会主义市场经济的农村土地制度,一是要改革征地制度,加快建立农地发展权;二是要改革集体建设用地交易制度,建立城乡统一的建设用地市场;三是要改革完善农村宅基地制度,慎重稳妥地推进农民住房财产权抵押、担保、转让和流转。

Due to the intervention and limitation of peasants' land ownership,peasants' economic rights and interests has been seriously influenced; they have been in low- income state for a long period. To deepen reform of the rural land system is to make peasants the true master of land. Setting up rural land system which adapt to the socialist market economy system,one is to reform the land expropriation system,to speed up the establishment of farmland development rights; the second is to reform collective construction land transaction system to establish a unified urban- rural construction land market; the three is to reform and improve house- site system in the countryside,to cautiously and steadily promote the peasants ' housing mortgages,guarantee,transfer and conversion.
