The background of international low- carbon development had not only brought unprecedented opportunities for cities as Yulin,but also posed serious challenges. Resource- based cities had to insist on adjusting industry structures,promoting transitions as well as pursuing clean,cyclical and low- carbon path in order to promote resource- based cities to persist in sustainable development.
