The Relationship of Power and Principle of Higher Educational Supply

高等教育供给中存在着三种相互制衡的权力:政治权力、经济权力和文化权力。处理好三者之间关系是高等教育供给最优化和有效性的保障。基于大学传统和基本属性,理应规范政治权力和经济权力,回归学术权力。在高等教育供给中,应该坚守制度优先、校方优先和学术优先的原则。

There are three interactional powers in higher educational supply： political power,economic power and cultural power.To handle the relationship between the three powers is the guarantee of the optimization and effectiveness of higher educational supply.Based on the tradition and basic nature of university,we should standardize the political and economic power,return academic power.Three principles should be follow： institution first,school first and academic first.
