“Preventive Defense”: An Analysis of U. S. International Military Education and Training Program( IMET)

美国国际军事教育与训练项目(IMET)由美国国会、国务院、国防部和美军教育训练机构共同负责组织实施。在服务美国国家利益、营造有利于美国的国际环境和应对国际危机等方面,该项目发挥了"预防性防御"的作用。对该项目的历史演进、组织管理、实施方式和发挥作用等方面进行分析,可以增加对其认识并为我国和我军安全战略决策部门提供参考借鉴。

U. S. International Military Education and Training Program（ IMET） is under the auspices of US Congress,Department of States and Department of Defense,and is mainly executed by US military-related establishments. IMET plays a ＂preventive defense＂ role in serving the America＇ s national interest,constructing international environment favorable to the US and dealing with worldwide crises. The historical evolution,organization structure,and management layout of IMET are analyzed here in order to provide some reference for our strategy-planning and decision-making agencies.
