农村民间组织参与社会治理的理论分析与实现路径

Theoretical Analysis and Countermeasures for Rural Civil Organizations' Participation in the Social Governance

农村民间组织参与社会治理扩展了农村治理空间,激发了社会活力,在推动我国基层农村社区治理现代化和创新社会治理方式中发挥着不可忽视的政治功能。以合法性的多元参与治理、新公共管理的放权和顾客至上理论、社会生态学的整体协调性三个视角分析我国农村民间组织参与农村社会治理的理论,并就农村民间组织在参与社会治理实践中存在的自身发育动力不足、社会责任不明确和运作不规范、民间组织的发展与国家政策和地方环境的融合度不高问题给出其在创新社会治理方式中的实现路径。

Rural civil organizations participate in social governance has expanded the rural governance space,stimulated the social vigor and played a political role not to be ignored in promoting China＇s rural community governance of modernization and innovation of social governance mode.This paper analyzes China＇s rural civil organizations＇ participation in social governance from the perspectives of legal multiple governance,delegating power to lower levels and customers first and the overall coordination of social ecology.In addition,it proposes the realization path for the rural creative social governance to settle the issues with regard to the insufficient motives in the governance practice,the inexplicit social responsibility and lack of standardization in operation,the insufficient integration of the development of the civil organizations with the national policies and the local environments.
