基于SBM模型的我国出口部门环境效率评价研究

On the evaluation of environmental efficiency of China's export sectors based on the model of SBM

采用环境投入产出模型测算出口部门隐含"三废"排放量,然后将隐含"三废"、能源消费等要素纳入出口部门的效率评价体系中,运用非径向非角度的SBM模型,对2001—2010年我国出口部门的环境效率做评价研究。结果显示:我国在对外贸易中承担了巨大的环境成本,出口部门的环境效率呈现年均10%以上的增长速度,但水平仍相对较低。提高我国出口部门环境效率应从贸易结构调整和环境政策实施两个角度采取相应政策。

Calculating the emissions of ＂Three Wastes＂ implicated in the export sectors by the model of environmental input-output, and then bringing this emissions and energy consumption into the efficiency evaluation system of export sectors, the paper evaluates the environmental efficiency of export sectors from 2001 to 2010 by using the nonradial and non-oriented SBM model. The results show that China bears enormous environmental costs in the international trade, and the environmental efficiency of export sectors increases by more than 10% annually, but it is still at a relative low level. To improve the environmental efficiency of export sectors, the corresponding policies should be taken from the trade structure adjustment and the environmental policy implementation.
