关于生态城镇化理论与实践的若干思考

Thoughts on Ecological Urbanization Theory and Its Practice

从新型城镇化发展道路与模式的重要性出发,提出了生态城镇化的理念,并诠释了生态城镇化的具体内涵与特点,阐述了其包含的田园城市、精明增长、公交导向开发、低冲击开发、被动式设计、分布式微循环、生态修复、分类回收与处理等规划理念,从完善的生态功能、优良的环境质量、洁净的能源消费、优化的城镇布局等四方面构建了生态城镇化的目标体系,最后在分析当前我国生态城镇化所存在问题的基础上,提出了深化生态城镇化体制机制改革、完善生态城镇化政策保障体系、夯实生态基础设施、优化生态城镇化的考核指标与机制等四方面的对策建议。

Starting from the significance of the development path and pattern of the new-type urbanization, the paper proposes the planning concepts such as ecological urbanization, and explains the connotation and characteristics of it, including garden city,smart growth, transit oriented development, low impact development, passive design, distributed microcirculation, ecological restoration, waste sorting, recycling and processing. It constructs the target system from four aspects： perfect ecological functions,excellent environmental quality, clean energy consumption and optimized city and town layout. Finally, based on the existing problems of ecological urbanization in China, the paper puts forward countermeasures to cope with these problems from 4 respects： deepening the reform of the mechanism of ecological urbanization, improving the policy guarantee system of ecological urbanization, laying a good foundation for the ecological infrastructure and optimizing the indicators for performance check and mechanisms of ecological urbanization.
