发挥规划引领作用 落实“节水优先”方针——对“十三五”节水型社会建设规划编制工作的思考

Executing prioritizing water-saving policy by planning——consideration in preparing the 13th Five-Year Plan for Water-saving Society Construction

节水型社会建设规划是水利发展"十三五"规划的组成部分,对我国水利事业发挥着引领作用,也是落实"节水优先"方针的重要体现。在分析我国基本国情水情基础上,提出规划编制工作要以深刻把握新时期的治水方针、生态文明建设的新内涵和深化改革对节水的新要求等为前提,指出要从健全法规体系、建立水效标识管理制度、完善节水激励政策、鼓励引导社会资本参与和加强节水监管与执法检查等方面着力完善政策法规体系。梳理了规划编制中的重点建设任务,即农业节水工程建设、工业节水设施建设与改造、城镇生活节水设施建设与改造、非常规水源利用、节水载体创建和节水计量检测体系建设等六个方面。对"十三五"节水型社会建设规划的整体编制工作进行了深入分析和思考。

Being part of the 13th Five-Year Plan for water development, ＂Program for Water-saving Society Construction＂ shall play a leading role that may fully reflect the policy of ＂giving priority to water conservation＂. Based on analysis of water conditions in China, we make a better understanding on water policies in the new age, new connotation of ecological civilization and new requirement to water conservation along with the deepening of reform. Further improvement to policy and regulation system is needed in terms of perfection of legislation system, identity management for increase of water use efficiency, application of water-saving incentives, encouraging social capital participation and strengthening supervision and law reinforcement. Key tasks of the plans are introduced, including agricultural water-saving project construction, construction and rehabilitation of industrial water-saving facilities, construction and rehabilitation of domestic water-saving devices, utilization of unconventional water sources, creation of carrier for water conservation and metering and testing system. Finally, in-depth analysis is made to the whole preparation work of the 13th Five-Year Plan for Water-saving Society Construction.
