摘要
近年,城市内涝灾害发生呈上升趋势,而城镇化快速发展、排水防涝体系尚不健全、现状排水系统设计标准偏低、城市水系调蓄能力受到多种因素制约以及管理体系不健全等是造成这一现象的主要影响因素。加强城市排水防涝信息化建设,是当前科学应对城市突发性内涝事件的迫切需要。结合苏州市城市中心区内涝灾害的成因分析,介绍了苏州市城市排水防涝监控调度管理系统建设,其主体功能包括智能感知网、信息资源中心、业务运行平台、调度决策支持、信息服务以及安全保障措施与标准规范等,并对今后的城市建设和管理提出了相关建议。
Waterlogging disaster in urban areas has been on a rise along with fast pace of urbanization. The most influential factors include imperfect of flood drainage system, low design standard, insufficient storage capacity and poor management system. There is an urgent need of applying information management system for dealing with sudden waterlogging events. Based on reasoning of waterlogging disasters in Suzhou City, how to establish drainage monitoring and regulating system are discussed, including its main functions of intellisense net, data source center, business operation platform, scheduling decision support, information service, and safety securing system and standard specifications. Suggestions are given to city construction and management in the future.
