异地商会参与地方治理的实践与启示——以广州花都温州商会为例

The Operation and Enlightenment of the Alien Chamber of Commerce in Local Governance: a Case in Guangzhou

在市场开放程度不断提高和资本跨地域流动日益频繁的背景下,由同一籍贯工商业者在旅居地自发组建的以地缘关系为纽带的异地商会迅速兴起和发展,并成为地方治理不可忽视的社会力量。本文以广州市花都温州商会为例,探讨了异地商会参与地方治理的具体实践及其启示,并指出法人地位不清晰、内部治理制度化程度低、参与地方治理的实践过于单一,以及存在主动行政化趋势是异地商会发展过程中应该克服的不足之处。

With the widening market openness and frequent cross-regional capital flowing, the chambers of commerce consist of alien industrialists and businessmen have grown rapidly and become a force to be reckoned in local governance. This article takes Wenzhou chamber of commerce in Huadu, Guangzhou as the research object and analyzes its specific role and function in the local governance in Huadu. Besides, the lack of legitima- cy, the deficient institutionalization in internal governance and the tendency of positive administration of the Wenzhou chamber of commerce in Huadu are discussed.
