全国学会分支机构经费管理及问题研究

Study on the Funds Management and Problems of National Scientific Societies' Branches

分支机构是学会活动和发挥功能、作用的组织基础。学会对内设分支机构进行有效的管理,才能确保学会的正常运转和规范发展。其中,经费是保障分支机构运作的基本要素之一,也是学会对分支机构管理和监督的重要方面。本文在调研中国科协所属全国学会各类分支机构的基础上,梳理了学会分支机构经费管理制度、经费来源等总体概况;总结了经费管理的特点和问题;介绍了突出案例的经验,并对加强学会分支机构经费管理提出建议。

Branches are organization＇s foundation of the scientific societies. Efficient management is required to ensure the function and development of scientific societies, and management and supervision of branches＇ funds are one of important affairs. Based on the investigation to branches of national scientific societies affiliated to China Association for Science and Technology, this paper reviewed polices and sources of branches＇ funds, concluded problems and experience of funds management. In addition, some suggestions are put forward to strengthen the funds management of branches.
