数字信息资源呈缴制度是完整收集和长期保存数字信息资源最有效的法律保障。近年来,对此问题的研究已引起了我国相关领域学者的关注。研究成果比较丰富,主题较广,理论层次也有所提升,但还存在作者群单一、理论水平较低、缺少系统性的研究成果、实践性不强等问题。因此,这就需要法学专业研究人员参与到数字信息资源呈缴制度的研究中来,在学习和借鉴国外先进经验的基础上,立足本国国情,在理论研究上有所创新,以理论指导实践,使呈缴制度更加完善、运行机制更加良好,最终更好地实现保存人类文化知识遗产的目标。

Presentation system of digital information and sources is the most effective legal guarantee of complete collecting and long-term preservation for digital information and sources. Studying this theme has been caused attention by related scholastic in resent years. The research results are more abundant, the topics are wider, theoretical level has been improved. But there are many problems, for example, the author group is single, theoretical level is not higher, it is lack of system research results and practice. So this needs research personnel of law professional take part in the studying. Based on learning and reference foreign advanced experience, we should achieve innovation in the theoretical study, make theory guiding practice, make the presentation system perfect and operation mechanism run good. At last we can realize the target of storing human cultural knowledge
