公路运输中引发的突发性环境污染事故应急处置研究

Dealing of Sudden Environmental Pollution Caused by Road Transport Emergency

公路运输引发的突发性环境污染事故以其形式多样性、发生突然、不可控性、危害严重、处置困难的特点,成为环境污染事故应急研究中的重点和难点。本文研究了公路运输引发的突发性环境污染事故污染物成分分析、污染特征、污染事故应急处置中存在问题,从危化品管理机制、应急联动机制、应急预案、人员培训等方面提出了公路运输引发的突发性环境污染事故应急处置对策。

Sudden environmental pollution caused by road transport emergency with characteristics of diversity, the occurrence of sudden, uncontrollable, serious harm and disposal difficulties becomes the emphasis and difficulty of environmental pollution emergency researches. Sudden environmental pollution accidents caused by road transport pollutant composition analysis, pollution characteristics and problems of pollution emergency disposal were studied. Some countermeasures were proposed including hazardous chemicals management system, emergency response mechanisms, emergency plans and training of personnel transportation.
