常州民营中小型高新企业转型升级评价研究

Research on Evaluation of the Transformation and Upgrading of Private Small and Medium-sized High-tech Enterprises in Changzhou

以常州30家具有代表性的民营中小型高新企业数据为基础,利用DEA模型,对常州民营中小型高新企业转型升级进行实证分析和讨论。研究发现,常州地区民营中小型高新企业转型升级的整体效率不高,规模效率较低是抑制其发展的主要原因,政府资助、研发支出占比对企业转型升级的影响并不显著。根据技术效率和规模效率,从企业角度和政府角度提出常州民营中小型高新企业转型升级的政策启示。

Based on the representative data of 30 private small and medium- sized hi- tech enterprises in Changzhou,this study conducted an empirical analysis on the transformation and upgrading of private small and medium- sized high- tech enterprises in Changzhou by using DEA. The main findings contain： the overall efficiency of the transformation and upgrading of private small and medium- sized high- tech enterprises in Changzhou technology innovation is low,and the lower scale efficiency is the main constraints that inhibit the development of enterprise transformation and upgrading. Government RD funding and corporate profit have a significant positive impact on efficiency of enterprise transformation and upgrading. According to the pure technical efficiency and scale efficiency,this study put forward the policy of the transformation and upgrading of private small and medium- sized high- tech enterprises in Changzhou from the perspective of enterprise and government.
