“一体两翼”:我国政府购买服务实践探索与学术研究的基本框架

" One Body With Two Wings" :The Basic Framework of the Practical Exploration and Academic Research on Government Procurement of Public Service

通过对西方国家与我国政府购买服务的实践发展阶段与现存问题,以及相关公共管理理论在西方国家与政府购买服务实践的呼应演进历程分别进行梳理与归纳,同时通过对已有研究成果的整理,文章剖析了国内外政府购买服务学术研究的发展趋势与现状,在此基础上,明确了推进我国政府购买服务实践探索与学术研究发展,必须要借助于国内实践的总结和国(境)外经验的借鉴,必须要着力于理论、制度、机制方面的创新性设计这一思路与构想,从而确立了"一体两翼"的基本框架。

The practical exploration at different stages and current issues of government procuring public service in both China and western countries were firstly summarized in this article, so were the evolution process during which public administration theory echoed government procurement of public service practice in the western world. Then, this paper analyzes the developing trends and current condition of academic research through reviewing the existed literature. It concluded that both foreign and domestic experience should be adopted to promote the practical exploration and academic research of government procuring public service in China. Meanwhile, the innovative theory, institution and mechanism should also be highlighted to establish the basic framework of ＂one body with two wings＂.
