摘要
目的:分析上海市浦东新区卫生监督派出机构人力资源配置情况、公平程度,为进一步优化卫生监督人力资源配置提供参考。方法:利用Lorenz曲线、Gini系数,对全区10个卫生监督派出机构人力资源配置现状进行调查分析。结果:2011-2012年,浦东新区卫生监督派出机构人力资源总量在人口配置上的基尼系数分别为0.198、0.178,均在0.2以下,为最佳的平均状态;在按工作量配置上的基尼系数分别为0.257、0.184,都处于最佳的平均状态;在按区域面积配置上的基尼系数分别为0.322、0.347,也在较为合理的范围内;但按区域面积配置的公平程度要低于按人口、按工作量配置的情况。结论:派出机构卫生监督人员总数不足,人力资源配置的地理可及性有待增强。
Objective: To analyze the assignment situation and the equity of Human resource of Pudong New Area Health Inspection Agency,and make the reference for the Human resource assignment. Methods: This research analyzed the Human resource of 10 Health Inspection stations in Pudong,through GINI coefficient and Lorenz curve. Results: The GINI coefficient of Pudong New Area Health Inspection Agency according to the population distribution was 0. 198,0. 178 from 2011 to 2012,which was the optimal average under 0. 2; The GINI coefficient according to the workload distribution was 0. 257,0. 184,which was also optimal; The GINI coefficient according to the land area was 0. 322,0. 347,which was reasonable. However,the equity of land area distribution was lower than that of the population and workload distribution. Conclusion: The lack of supervisor and the equity according to the land area distribution had to be improved.
