Agricultural Modernization in China Is Facing Great Challenges

我国农业现代化建设已经进入到关键时期,需要客观地看到所取得的重大成效以坚定信心,更要理智地看到所面临的巨大挑战以更好地迎接未来。本文通过对我国农业现代化建设在农业产出水平、农民经济收入和农业生产方式转变三个方面取得的成效进行实践分析,警示性地提出我国农业现代化未来发展面临四大挑战:资源保护不力和利用方式不合理的基础性挑战,农产品供给缺乏数量保障和农产品(农业食品)质量安全根治不力的国家治理能力挑战,小农生产方式长期存在和农业经营缺乏经济竞争力的制度性挑战,农业现代化建设缺乏顶层制度供给与法治保障的关键性挑战。最后指出,这些挑战背后出现的问题可能会长期存在,重要的是对此需要有一个正确的认识并在发展中逐步解决,才是我国依法统筹推进"三农""四化"一体化建设和农业现代化稳定、持续、健康发展的正道。

This paper argues that the construction of agricultural modernization in China has entered a crucial period.We need to objectively see the great achievements with strong confidence,and need to be more sensible to see the great challenge to better meet the future.The paper practically analyses the great achievements made in agricultural modernization from the three respects of agriculture output lev-el,farmers economic income and the change of the agricultural production mode,and warningly puts forward the fact that the future development of agricultural modernization in China is facing four major challenges：fundamental challenge resulting from the lack of protection and utilization of resources, state＆#39;s governing ability challenge resulting from the protection of the quantity for agricultural produces supply and the quality safety of agricultural produces,and the system challenge resulting from the long existence of small scale peasant mode of production and agricultural management being in the lack of e-conomic competitiveness,and the key challenge of modernization of agriculture resulting from the lack of top-level system supply and the guarantee of the rule of law.Finally,the problems behind these challenges may exist for a long time,so it is important for us to have a correct understanding and solve them gradually in the development process,which is the law in China to promote the overall develop-ment of the integration construction of “san nong”and “four modernizations”and agricultural moderni-zation in the right path of sustainable,stable and healthy development.
