全球治理中的国家治理转型

The Transition of State Governance in Global Governance

"治理"包括不同层面、不同领域,治理行动涉及超国家的、国际的、国家的、地区的和地方的治理各个层面中的行为体。在全球治理的大环境中,中国如何实现国家治理转型?这是一个非常重要的理论与实践课题。本文认为,和全球治理一样,国家治理需要集中探讨权威空间(SOAs)中的所有行为体如何讨论某个具体的问题领域或者平等地提供公共或集体物品。其核心问题是:如何界定国家治理的范围?治理如何运作和转型?根据这些核心问题,本研究提出了如下建议与解决方法,即围绕多行为体的目标,通过多层治理结构与过程,并通过有关的掌舵机制,各种平等的主体以合作与相互依赖的方式来提供公共物品。

Governance includes many different levels,issues and actors. In the article,a new significant question is presented： how can China transform its state governance in the condition of global governance？ The paper argues that,as well as global governance,＂state governance＂focuses on how all of these actors of SOAs（ spheres of authority） discuss an explicit issue or provide commons or collective goods equally. The core issue is： What do we mean by governance on a national scale？ How can it operate and transition？ According to these core questions,the article presents the following suggestions and resolutions,that is,equal multi- actors provide common goods with cooperation and interdependence under the global governance through the objective of transnational actors,through multilevel governance structures and processes,and through the related steering mechanisms.
