人民币国际化与国际储备货币体系改革

The Internationalization of RMB and the Reform of the International Reserve System

当前,人民币的国际货币属性主要是作为跨境贸易结算货币来体现,跨境贸易人民币结算规模快速增长。人民币的投资职能处于起步阶段,香港离岸人民币业务发展迅速。人民币的储备职能尚处于萌芽时期,一些国家已将人民币作为储备货币。目前的国际储备货币体系具有不公平性和不稳定性的严重缺陷。人民币一旦国际化,中国以及和中国经贸联系密切的国家将减少美元储备的积累,从而将在一定程度上减缓当前体系的不公平性。人民币一旦国际化,中国就将从美元储备的最大需求国转变为国际储备的供给国,并在国际储备货币体系内引入更多的竞争,从而将增进当前体系的稳定性。

Currently, the international monetary property of RMB is mainly embodied as a currency for cross-border trade. The cross border trade amount that settled by RMB has been growing rapidly. RMB＇s function as investment currency is in an initial stage and the off-shore RMB business in Hong Kong has developed in high speed. RMB＇s function as reserve currency is still in the beginning, and some countries start to treat RMB as one of their reserve currencies. At preset, the international reserve system is instable and unjust. Once RMB becomes internationalized, China and those countries that trade frequently with China will decrease their US dollar accumulation. Then, this injustice will be relieved. And, China will become the supplier of international monetary reserve instead of the biggest demander of US dollar reserve, which will bring more competition into the international monetary reserve system and enhance the stability of the international monetary reserve system.
