敦煌市及其毗邻区行政空间分析与区划调整设想

Adjustment of administrative space of Dunhuang City and its adjacent area

随着经济社会的发展以及丝绸之路经济带的建设和向西开放战略的实施,敦煌市现行行政区划的不合理性日渐凸显,适当调整行政区划,对提升敦煌市的影响力和地位具有重要意义。通过定量测算敦煌市行政成本、行政效率、时空距离偏远度以及行政中心空间分散度,对比分析敦煌市与甘、青、新毗邻区的空间联系强度,对调整敦煌市行政区划问题进行了分析。分析结果表明,敦煌市目前存在着行政成本增长而行政效率较低的问题。敦煌市相对于酒泉市肃州区时空距离偏远,空间布局分散;与周边阿克塞县、肃北县和瓜州县联系强度大,与新疆乌鲁木齐市、哈密市和若羌县联系密切。综合敦煌市的地理区位、绿洲城市布局特点等自然条件和发展机遇、行政等级等社会经济条件,结合中心地理论对敦煌市行政区划调整进行了探讨,提出了敦煌单独设为地级市、管辖周边阿克塞县、肃北县和瓜州县的建议。

Along with the economic and social pro- gress, the construction of the Silk Road economic belt and the implementation of the strategy of opening to the west, the irra- tionality of the current administrative divisions of Dunhuang City becomes apparent. There is of great significance to enhance the influence and status of the Dunhuang City by adjusting adminis- trative divisions. By measuring the administrative cost efficien- cy, the distance of time and space, administrative center space dispersion and analysis space connection strength by comparing Dunhuang City with adjacent area of Gansu, Qinghai and Xin- jiang Provinces, the administrative division adjustment of Dun- huang City are discussed in this essay. The results show that there is a high administrative costs and low administrative effi- ciency of administrative problem in Dunhuang City at present. Remote space - time distance and scattered layout space of Dun- huang City relative to the Jiuquan City administrative center. Dunhuaang City is with close links to the surrounding areas just like Akesai, Subei, Guazhou and Urumchi, Hami, Ruoqiang. Comprehensive consideration natural conditions of the geograph- ical location, Oasis town layout characteristics and opportunities for development, administrative levels and other social and eco- nomic conditions. Combined with central place theory to adjus- ted Dunhuang City administrative divisions, a new pattern of the division is t set Dunhuang alone as the administrative districts with jurisdiction over the surrounding Akesai, Subei and Guazhou.
