《里斯本条约》将欧洲检察官办公室明文规定在与警务与刑事司法合作相关的篇章中。欧洲检察官的变迁是欧盟警务与刑事司法合作发展的一个缩影,欧洲检察官办公室的成立是此合作的阶段性成果。欧洲检察官办公室推动着欧盟司法领域的合作,欧盟司法领域的合作反过来又影响着欧洲检察官办公室的未来走向。集侦查、起诉等权力于一身的欧洲检察官办公室是欧盟与成员国之间博弈与妥协的产物,欧盟警务与刑事司法合作也势必要走向一体化的发展道路。

Changes in European Public Prosecution is a miniature of EU police cooperation and judicial cooperation in criminal matters, and the establishment of the EPPO is one of the initial results of the cooperation. EPPO promotes the EU judicial cooperation, which also affects the future direction of the EPPO in turn.
