基于不同群体诉求的农地承包经营权改革探讨

改革开放以来,农村土地承包经营制度在促进农村经济社会发展方面发挥了至关重要的作用。在对山西省柳林县的农村问卷调查的基础上,发现近年来随着农民流动与农村社会结构变迁的不断加快,农民群众对土地的需求日渐呈现出多元化、层次化的特点。如何在稳定农村基本经营制度的前提下,针对目前农村不同群体对农地承包经营关系改革的诉求差异,进一步深化农村土地承包经营制度改革,就成为全面深化农村改革的必然要求。
