摘要
本文基于协同创新的理论框架,根据战略性新兴产业的特点,打造"研发平台—科研团队—技术创新"的"三重互动"的产学研用协同创新模式,构建与之相适应的三大运行机制:"共建共享"的研发平台体系运行机制、"流动、竞争、激励、服务"的科研团队建设机制和以"知识创新与技术转移"为核心的技术创新协同机制。通过三大运行机制的协同,提升创新质量,促进战略性新兴产业发展。
Based on the theoretical framework of collaborative innovation, according to the characteristics of strategic emerging industries, this research constructs the industry-university-research-utilization col- laborative innovation model which researches platform, research teams and technology innovation tripie interact. And the collaborative innovation platform oriented to strategic emerging industries re- quires its corresponding operation mechanism： the co-construction and sharing mechanism of research platforms~ the flowing, competition, incentive and servicing mechanism of research teams, and the ＂knowledge innovation and technology transference” as core of the technology innovation collaborative mechanism. We can improve the innovation quality and develop strategic emerging industries through combining three operation mechanisms based on the collaborative innovation platform.
