产业支撑视角下的新型城镇化建设路径研究

Research on New Urbanization Construction Path under Perspective of Industrial Support

城镇化不是一个人为造城的过程,而是在市场机制的作用下,通过发展非农产业集聚人口、资本等各种生产要素,逐步实现城市规模扩大和城市人口增加的过程。产业支撑是新型城镇化建设的重要依托和内在动力,产城融合发展面临着观念制约、体制制约、环境制约和产业制约。产业支撑视角下新型城镇化建设需要创新思路,完善制度体系,优化产业结构,推动产城融合,促进三产融合,推进服务业发展。

Rather than a process of manual city construction, urbanization refers to a course of gradually expanding urhan scale and increasing urban population by developing various production factors like aggregated population and capitals in non ag ricultural industries under the function of market mechanism. Industrial support is the important foundation and internal morivation for new urhanization conslruction. Integrated industry-city development is faced with restrictions from concepts, sys＂ terns, environment and industries. It is necessary to innovate ideas, perfect institutional systems, optimize industrial structure, propel industry-city integration, promote tertiary industry integration and boost development of service industry in order to re- alize new urbanization construction under the perspective of industrial support.
